The Ultimate Guide on How to Make Your Golf Cart / LSV / NEV Street Legal

Selecting the Best Golf Cart Accessories

How do I make my golf cart street legal?  This is probably one of the most common questions asked by golf cart owners.  The problem is that it is not an easy question to answer.  It depends…  it depends on the state, county, city, HOA, or other government agency that regulates the use of golf carts, Neighborhood Electric Vehicles ( NEV ) and Low Speed Vehicles ( LSV ) in your area.  In this article we will discuss accessories that MOST municipalities require to make your Club Car, Yamaha, E-Z-GO or other cart street legal.  This may also include carrying insurance, titling, and putting a license plate on your cart.  As mentioned in the video about making your golf cart street legal and discussed below, we will provide a link to many states requirements below.  Again, this is to the state level and may not discuss what your HOA, city, or county requires to make your golf cart street legal.  This article is our opinion and assessment of making a golf cart street legal.  Driving a golf cart on the street can introduce dangers not found on a golf course.  Consult with governing agencies and golf cart dealers when making decisions regarding the safety of equipment / activities involving your golf cart or LSV.

One of the first things that we learned when trying to have our first golf cart approved for street legal use was what to call it.  In most cases, a “golf cart” is not allowed to be driven on the street.  A “golf cart” is loosely defined as a vehicle designed to carry one or more passengers and associated equipment around a golf course and with a top speed below 20 mph.  So, what do I call my “golf cart” when I want to make it street legal?  You need to approach this whole process as making your “Low Speed Vehicle” street legal.  An LSV is a passenger vehicle with a top speed between 20 and 25 mph.  Many golf carts are not that fast but we will discuss that issue and how to correct that below.

So, once your LSV is equipped with everything required to drive it on the street, what is next.  Some states and other regulating agencies require an inspection, getting an LSV title, possibly a license plate, and you may be required to carry golf cart insurance.  Most areas only allow golf carts to be driven on the street by licensed drivers over the age of 16.  Another common regulation of street legal golf carts is that the only be driven on streets with speed limits at or below 30 or 35 mph (depending on area).  There are also generally laws about crossing streets with higher speed limits and most commonly require crossing at lights or other specified locations.

In this article we will break down the accessories required to make your golf cart street legal into sections.  Remember that these are just the common accessories required by most regulating agencies and may not include everything you need to do to your golf cart for the area you will be using your LSV on the roads.  Some areas require titling, license plates, inspections an more.  Others just require certain equipment so that, when checked by an authority, you have everything required.  The sections we will discuss to make your golf cart street legal will be… First, street legal light kits (including horn, turn signals, flashers / hazard lights, brake lights, and daytime running lights.  Second, golf cart seat belt kits.  Third, motors, controllers, or motor/controller combos to make your cart run the required top speed.  Fourth, reflectors and mirrors (rear view and side) generally required on street legal golf carts.  Fifth we will discuss windshields and windshield wipers.  Sixth we will cover Department of Transportation ( DOT ) approved golf cart tires as some areas require these tires for use on carts driven on public roadways.  Lastly, we will discuss miscellaneous accessories that may be required if you want to drive your golf cart on the streets.

Street Legal Golf Cart Light Kit

When considering which light kit to purchase as part of making your cart street legal you really should consider the following functions.  The golf cart / LSV lights should include headlights, tail lights, front and rear turn signals, flashers / hazard lights, daytime running lights, brake lights, and a horn.  Golf cart light kits range from very basic to kits that are packed with quality features.  Choosing the perfect one for your application depends on required or desired functionality and budget.  The more expensive kits offer features above and beyond the things required to make your cart street legal.  Some of these things included self cancelling turn signals, colored LED accent lights in the headlights, higher quality turn signal switches, sequential turn signals and more.  To take a look at light kits that range from budget friendly basic golf cart lights all the way up to the cutting edge light kits with all the bells and whistles, CLICK HERE.  Make sure you get the one for your E-Z-GO, Club Car, Yamaha, or whatever make / model golf cart you have.

Golf Cart Seatbelt Kit

Nearly all states and governing agencies require golf carts / LSVs to have a seatbelt for each seating position.  If it is a two passenger cart you can use one of the kits designed for just one seat of front facing seats.  If you have a four passenger cart you may want to consider on of the golf cart seatbelts that feature a bar that allows for seatbelts for the forward facing front seats and for the rear facing rear seat seats to be installed.  CLICK HERE to take a look at both of these options along with some other options.  Some of the brands that we have used over the years include Madjax, RHOX, RedHawk, and GTW.  All have served us well and we would recommend any of them.  Also, check with your regulating agency to determine if they require and standards be met for the seatbelt kit you select for your golf cart.  Common golf cart seat belt standards include FMVSS209, FMVSS302, and SAEJ386.  See the picture below for how the belt will be marked for which conditions they meet.

In addition to meeting certain required standards, you also want a golf cart / LSV seatbelt to be comfortable and easy to use.  Most people find the easiest to use are the retractable seat belts.  This keeps you from having the buckle flopping around and possibly scratching up your cart when one or more seatbelts are not in use.  The female end will typically be on a stiff wire that keeps in the proper location and make it easy to click into.  You can also make sure that the belt is long enough to fit around you and your passengers comfortably.  Golf cart seatbelts are available in extended lengths if required to fit properly.  There are only a couple of areas that we are aware of that require your golf cart seatbelts to include a shoulder belt.  If your cart is required to have a shoulder belt you will likely need to source something from the SXS / UTV market to meet this requirement.

Mounting the seatbelts to the cart varies between the makes of the carts, presence / absence of a rear seat kit, brand of rear seat kit, and even between different models of the same make.  For example, installing a seatbelt kit on a Club Car golf cart will vary from installing it on an E-Z-GO or Yamaha golf cart.  You should reach out to your golf cart accessory provider (website or other) and ask them about your specific application if you are not sure.  If you are handy you can generally install the universal kits fairly easily.

Golf Cart Motors and Controllers

In most areas your golf cart / LSV must have a top speed of between 20 and 25 mph as part of being street legal.  Stock golf carts generally run 12 mph with some having settings that allow a dealer turn them up to 18 mph.  To get the speed up to the required range you have several options.  High speed motor, larger golf cart controller, a motor / controller combo, or a high speed gear set are the most popular options to increase your golf cart’s top speed.  Of these options one of the most popular choices is a high speed motor.  This can be accomplished by most shade tree mechanics and is a fairly straight forward process.  CLICK HERE to take a look as some of the High Speed Replacement Motor options for Club Car, E-Z-GO, Yamaha, and other golf carts to get you to that 20-25 mph street legal speed goal.

Another popular choice is to go with a larger controller.  Controllers not only increase torque but, especially when combined with a dash mount on-the-fly programmer, can also increase top speed to the needed speed.  We really like the Navitas and Alltrax controllers with the programmer for this option.  CLICK HERE to read more about how fast you can make your golf cart go with an upgraded high speed golf cart controller.  We think you will really like these as some can even be controlled with your smartphone.  They can be adjusted for extra speed when you need it or extra torque when you need that.  Some can be even set to a very low speed and then locked with a key.  Take the key with you and you know that your kids or friends (who drive worse than the kids) can only go the speed you have preset for them!  If you want the full advantage of a larger motor and a larger controller you should consider a motor / controller combo package deal.  You can really turn your golf cart into a street beast with one of these options!  CLICK HERE to read more about golf cart packages that include controller and motor.

Many new model carts have AC motors and controllers instead of the DC systems found in slightly to much older golf carts. If you are looking to go “all out” on your golf cart or LSV that is equipped with a DC system,  you may want to consider an AC conversion.  These motors and controllers run much cooler, have more run time per charge, offer more torque, and offer more speed.  There is a reason why all of the major golf cart manufacturers are transitioning into AC systems for their new golf carts and, thanks to these new conversion systems, their is no reason you cannot upgrade your DC system to a AC system.  CLICK HERE to read and research these impressive conversion kits that will really impress you with the improvement in your golf cart’s performance!

Golf Cart Rear View Mirrors and Reflectors

This is a category of equipment required for street legal golf cart that varies widely in different areas.  Make sure to know what you need in your area when it comes to rear view mirrors (mounted under the front center of the roof), side mirrors (mounted on the left and right front roof struts of your golf cart, and reflectors / reflective tape which is attached in required locations around the cart.

Selecting a rear view and/or a set of side view members is simple and straight forward…  right?  Well, it used to be easy to pick the best rear view mirror for your golf cart because there was only one or two styles to choose from.  Not anymore!  If you want or are required to install a center mount rear view mirror to make your golf cart street legal you will need to decide between a 4 or 5 panel mirror or a single panel convex mirror.  We have used both over the years and, although both will serve you well, we prefer the single panel convex mirror.  The multi panel mirrors generally go the full width of the roof and have 4 or 5 mirrors all set at the same angle.  Depending on where you want to see behind you determines which mirror panel you will look at.  The two drawbacks to this style mirror is that they are large and they tend to jiggle when riding which takes a little getting used to.  The single panel rear view mirrors have one convex mirror that mounts in the center of your roof.  It does not provide as much of a wide view as the multi panel mirrors but seems to stay more stable and is no where near as large.  CLICK HERE to take a look at both options.  Especially for your multi panel rear view mirror, make sure you look for brackets specific for Club Car, E-Z-GO, or Yamaha golf carts.

Reflectors are a great safety feature even if you aren’t trying to make your golf cart street legal.  So attach with a nut/bolt and others have adhesive backing so you can just stick the reflector (reflective tape) wherever you need it.  Keep in mind that many rear seat kits, custom bodies, and other golf cart accessories come with integrated reflectors that may meet some of the requirements.  CLICK HERE to look at some of the most common reflector and reflective tape options for your golf cart.  Here you will also find Slow Moving Vehicle ( SMV ) Triangle Emblems that are required in some areas.

Golf Cart Windshields and Windshield Wipers

Even if you already have a windshield, that may not be enough if you are trying to make your golf cart street legal.  Some areas require DOT approved windshields with specific impact ratings.  Others require a windshield wiper.  When selecting a windshield for a street legal golf cart make sure you know if a standard windshield is acceptable or if you are required to have an AS4 or AS5 rated windshield.  These designations are for windshields designed to meet specific U.S. Department of Transportation regulations.  This means that they are of a thickness, made of materials, and constructed in a manner to prevent shattering and to prevent scratching.  Your governing agency may also require a golf cart / LSV windshield wiper.  There are available in both motorized and manual models.  These allow you to wipe the rain away while driving your cart in raining weather.  CLICK HERE to view options for windshields and windshield wipers for your golf cart of LSV.

DOT Approved Golf Cart Tires for Street Legal Golf Carts

If you are going through the process of making your golf cart or LSV street legal you need to know if your governing agency required Department of Transportation ( DOT ) approved golf cart tires.  These tires have gone through the required testing to be certified by DOT for use on public roadways.  This means that they meet certain criteria set for for safety and durability.  For additional safety with these and all golf cart tires, make sure your tires are inflated to the recommended pressure ( PSI ) and check the pressure regularly.  DOT tires are a little more expensive and keeping them at the recommended pressure makes them wear better and will extend the life of the tires.  Rotating the tires, just like on a car, will extend the life of your golf cart tires.

If you are in the market for DOT golf cart tires you are no longer limited to tires with street tread patterns.  You can now get DOT approved tires with turf, all terrain, and even mud terrain tread patterns.  This means that you may be able to get your lifted golf cart with oversized wheels and tires certified by your local agency to be street legal!  You can now even get radial golf cart tires in in both street and all terrain tread patterns.  Radial tires, much like car tires, ride much better and do not flat spot when left sitting for extended periods.  They also wear better and typically last longer than lesser quality golf cart tires.  CLICK HERE  to take a look many options in DOT approved golf cart / LSV tires.

When you are in the market for a new set of tires in the process of making your golf cart street legal you may want to go ahead and also upgrade your wheels.  You can get steel or aluminum golf cart wheels in various sizes for you golf cart and custom wheels and tires can be a great upgrade for you golf cart.  If you are considering wheels and tires for your golf cart, CLICK HERE to see some of the latest style golf cart wheels and tires.  Make sure to verify the tires you select are DOT approved if that is required by your local agency.  In this combo builder you are also able to select a lift kit for your golf cart if you decide to do that as part of your customizing process!  This combo builder makes it easy to choose the perfect wheel and tires (and lift kit if you so desire) for your Club Car, E-Z-GO, or other make / model golf cart.  Remember that the lift kit is optional.

Miscellaneous Accessories for Street Legal Golf Carts

Ok.  So you think we have covered it all???  Maybe…  maybe not.  Here we will discuss a few other items that some municipalities require on street legal golf carts.  First is a lighted license place holder.  This allows law enforcement to easily see your golf cart license plate day or night.  They are available with LED or standard bulbs and can be wired into your light kit (hire someone to wire if you are not comfortable doing it) so that the light on the license plate bracket only comes on when your headlights are turned on.  CLICK HERE to take a look at available license plate holders.

Some areas require golf carts driven on roadways to be equipped with a slow moving vehicle ( SMV ) triangle.  This alerts drivers approaching from the rear of a vehicle operating at speeds lower than normal.  Most are reflective so they can be seen day or night.  This item is a great accessory for all golf carts even if you are not attempting to certify your golf cart for street legal use.  CLICK HERE to take a look at some of the options.  Another great safety accessory you might consider for your golf cart is a back up camera.  This allows you see what is behind your golf cart and reduces the chances of backing into something.  CLICK HERE to see options for rear view golf cart cameras that include dash mount screen / display.

Golf Cart Street Legal Requirements by State

So we have covered many of the accessories commonly required to make a golf cart street legal.  We have also discussed that these requirements can vary greatly from state to state and even within a state.  Some states leave requirements for a street legal golf cart / LSV up to county, city, and other more local authorities.  A good first step is to speak to your local sheriff’s department or police department.  Ask them who governs golf carts and SMV requirements in your area.  Another place you can check is with your local Department of Motor Vehicle (DMV) office.

Below is a list of U.S. states with links to requirements in each state for streel legal golf carts and/or SMV.  This is meant only as a starting point for your research into the requirements in your area!  Click on your state to start your research.
